American lawmakers are meeting during the weekend for the first time since the federal closure began more than a month ago, but expectations for a bipartisan agreement on how to end the standoff appeared to recede as GOP senators proposed a plan unacceptable to Democrats: eliminating the ACA, called Obamacare.
Deepening Impact of Federal Closure
The impact on US citizens from the lengthiest closure of the US government in history deepened on Saturday, as federal workers went unpaid, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.
President's Proposal from Golf Course
As Saturday's session got started, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by health savings accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Multiple Republican senators praised the proposal, which is comparable with a replacement for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is actually better for the consumer," one senator stated.
Another senator praised Trump's suggestion on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator wrote in response to Trump's proposal. "We need to stop public funds from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Response
Opposition senators shared alarmed reactions to Trump's proposal.
"Essentially, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by the public and Congress."
Another senator reacted to the censure of insurance companies by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Seriously? In that case I applaud your support for universal healthcare."
Ongoing Negotiations
The Senate adjourned without finding a resolution, but Senate Republican leaders have indicated an willingness to an developing proposal from a small group of moderate Democrats to terminate the closure in return for a later vote on the ACA subsidies.
One Democratic senator, who is leading the negotiations among moderates, said that Democrats "need another path forward" after Republicans rejected an offer to restart the government and continue the subsidies for a year.
Another leading Democratic senator continued in arguing that Republicans should agree to a one-year extension of the subsidies before negotiating the future of the subsidies.
"Inaction is derelict because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress does nothing."
Political Dynamics
None of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the support of several Democrats to reopen the government, and the concept of eliminating and replacing Obamacare with savings accounts is improbable to earn a solitary Democratic vote.
Several observers suggested that the essence of such a plan would eliminate the ACA's mandate that carriers cover patients with pre-existing conditions.
After his resort visit, Trump returned to his residence and reiterated on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the proposal that failed to secure enough support in 2017.
